ABSTRACT

The Law on the Construction of Structures (Official Gazette of Montenegro 19/25) introduces, for the first time, an unambiguous classification of facilities for the production and storage of liquid atmospheric gases and liquid carbon dioxide as engineering structures. It also recognizes gas stations and substations for atmospheric gases and carbon dioxide intended for industrial, medical, and food-related applications as auxiliary structures. As a result, the construction, reconstruction, or demolition of such facilities now falls under the national Law on Occupational Safety and Health (OSH), including the obligations of OSH coordinators and the preparation of a Safety and Health Plan as defined by the relevant regulation.

Despite these regulatory advancements, specific OSH requirements for the construction of facilities involving oxygen as a working medium remain insufficiently defined. The safe design and operation of engineering structures for oxygen service depend on a set of interdependent risk factors that differ significantly from those encountered at conventional construction sites. This paper highlights these unique challenges and proposes guidance for developing Safety and Health Plans tailored to construction sites involving engineering structures for oxygen service. The proposed framework addresses critical safety measures, construction site arrangement, and the integration of industrial activities into safety planning.
